This is the best place to visit if you're interested in cultural events, art criticism, supporting new artists and things related to this topic... oh yeah and I forgot: meeting great, amazing people. Tulla is dedicated to promoting art and culture in Albania, so every night, unless you're very very unlucky, there's a social, cultural event there. You can grab a drink, they have some nice cocktails and enjoy an exhibiton or some new band playing.
Also it has a huge bar stand so yay to meeting new people. I don't want to label it as a "hipster" place because it really is much more than that, it has a great ideal behind the bar, but a lot of people who are into indie/ vintage/ hipster things go there, just so you know.
During the day it's a place to work on your laptop, or read cause it's very quiet. Most of the events start circa 20:00 or 21:00.
Despite the possibility that you might have so hard time finding it, again if you're very very unlucky, you'll have a great time there and probably end up with a new favorite band or artist, who knows.
